How do Korean people generally feel about white foreigners?
I would like to add that most Koreans assume that all white people they see on the street are Americans. This is because Koreans mostly watch US TV dramas (미드 or 미국드라마) and Hollywood movies and the majority of the white people in Korea are from the US or Canada. This annoys my non-American friends, because every Korean asks them if they are from America.
Along with the generally positive image Koreans have of white people, they also think that white people are very independent, "cold" (as in not sharing food and not expressing emotions like Koreans do), sexually liberal and have used drugs.
That being said, "white" is a broad category and there is a hierarchy in the minds of most Koreans. This hierarchy is divided by nationality and influences how positively Koreans will view them. I would like to state that I do not personally agree with this hierarchy.

1. American + Canadian
   - Koreans can't tell the difference between the two. They think that Americans are mostly well educated and wealthy. Many Korean girls like American guys, however, Korean men seem to be a bit jealous of them. But in general, they are eager to make American friends as Joseph said.
2. European
   - Koreans think that Europeans are wealthy and really fashionable. British men are considered to be "gentlemen" with refined manners, Koreans obviously have never been to a football game in the UK. Still, Koreans want to be friends with them.
3. Australian + New Zealander (Koreans categorize them as the same)
   - Koreans have a hard time understanding Australian or New Zealander accents, unless they went to Australia or New Zealand for a working holiday. Koreans have the idea that racism is an problem in Australia, because of news stories in the past few years. Korean woman killed in Australia However, Koreans still like them since their image is white and tall.
4. Russian
   - Koreans think that Russians are either models or in the past, hookers. (Again, I do not agree with this) It's because there are a lot of models from Russia in Korea. Koreans think that they are pretty, but don't really respect them that much.

But at the end of the day, if they are white and attractive, the hierarchy becomes invalid and they are going to be treated like princesses or princes in Korea.
Many Koreans fantasize of having white friends. If a white person can say simple words like "안녕 (Hi)" or "대박 (awesome)", he/she would be fine in Korea.
Also, white people in general make more money for the same job. For example, an English teacher with a white face would make more money than an Asian face even though they are all from the States or went to the same university. It's because parents who pay for the academy tuition prefer a white person to teach their kids.
