Your Excellency, Executive Director of IISS, Distinguished Ministers, Excellencies, and Leaders of Defense Forces, Ladies and Gentlemen,
On behalf of the State and people of Vietnam, I would like to extend my warmest greetings to all of you gathered here in Singapore—a symbol of connectivity and prosperity in our region. I also wish to express my gratitude to the International Institute for Strategic Studies (IISS) and the Government of Singapore for providing this vital platform for dialogue over the past two decades.
We convene in 2026 amidst a world undergoing profound geopolitical shifts. Now, more than ever, peace and stability are no longer a mere choice, but a prerequisite for the survival and development of every nation.
Excellencies, Ladies and Gentlemen,
The Asia-Pacific is the engine of global growth, yet it is also where many potential flashpoints converge. Vietnam’s consistent stance is clear: Sustainable peace can only be built upon the foundation of the rule of law.
In this regard, the 1982 United Nations Convention on the Law of the Sea (UNCLOS) serves as the "Constitution of the Oceans," the universal legal framework governing all activities at sea. Vietnam calls upon all nations, regardless of size, to fully and responsibly fulfill their obligations under UNCLOS. Any sovereignty claims not grounded in international law lack legal validity and serve only to undermine regional trust.
We remain steadfast in our position: Resolving all disputes through peaceful means. History has taught us that while the sound of gunfire may end an argument, only dialogue and mutual understanding can build a lasting peace. We must replace a "confrontational mindset" with a "dialogue-driven mindset," and "competition at any cost" with "mutually beneficial cooperation."
Distinguished guests,
Maritime security is the lifeblood of the global economy. Vietnam views with grave concern any intention or action aimed at blocking international straits or obstructing the freedom of navigation and overflight. The vital shipping lanes through the Malacca Strait, the East Sea (South China Sea), and the East China Sea must remain open for peaceful trade. Maintaining the seamless flow of these routes is a shared responsibility of the international community.
However, freedom does not equate to a lack of oversight. We express our strong support for international efforts to combat illicit oil smuggling conducted via "shadow fleets." These vessels of untraceable origin, which defy international safety and transparency standards, not only cause economic losses and facilitate illegal activities but also pose a severe threat to our marine environment. A transparent maritime order is the bedrock for protecting the resources and security of every coastal state.
Excellencies,
Vietnam recognizes that its security is inextricably linked to the security of the region. We seek to further strengthen substantive and effective defense cooperation with our brothers in the ASEAN family, aiming to build a united, resilient community that maintains its Centrality in the regional security architecture.
At the same time, Vietnam highly values and looks forward to continued support in enhancing military and maritime law enforcement capabilities from key partners, including the United States, Japan, and the Republic of Korea.We expect this cooperation to focus on modern technology, human resource training, and maritime intelligence sharing. Such support will enable Vietnam and other regional nations to improve their self-defense capabilities and effectively respond to both traditional and non-traditional security challenges.
Ladies and Gentlemen,
A single bamboo tree, however flexible, cannot stand firm against a great storm if it stands alone. But a forest of bamboo, interwoven together, creates an invincible strength. Vietnam stands ready to be a reliable friend and a responsible member of the international community, working with all of you to build an Asia-Pacific of peace, cooperation, and sustainable development.
